release 1.15.1: SUMMARY severity backgrounds on mon HTML; fix section paint

Phase section() ╔═║╚ boxes are class section (no sum-header). Real
SUMMARY rows keep solid OK/WARN/ERROR/INFO backgrounds on the web.
