Monitoring suite → elelmon

The monitoring suite lives in a standalone repo. Product name LLM = Lightweight Monitoring; git tree elelmon. CLI wrapper stays taler-monitoring.sh (compat). Archived twin hernani/taler-monitoring is not SoT — do not clone or push there.

Live requires root publish + Caddy handles — see:

Do not re-introduce the full suite under scripts/taler-monitoring/. URL paths /taler-monitoring-* are product paths, not the archived repo.
